Harpoon used in Fishing to catch fish, that are used in Cooking. Can be bought from the Master Fisher and/or Adam, ironmen have access to both the Master Fisher and Adam. Whereas normal accounts can only access the Master Fisher.
You can also get a Dragon harpoon from Strongboxes.
